Gambling in North Carolina

S 154 Signed in July 2019

North Carolina became the 17th state to legalize sports betting when Governor Ray Cooper signed S 154 into law in July of 2019.

Harrah’s Cherokee Casino Resort

Of the two casinos in North Carolina, Harrah’s Cherokee Casino Resort is the biggest, with thousands of video machines, a 20-table poker room, and the biggest hotel in the state.

Horse Racing without Betting

While the state runs a few races each year, the state has banned pari-mutuel betting at any track. The signing S 154 does allow for betting on horse racing at one of the two casinos in the state.

North Carolina Betting Facts

With the passing of S 154 in July 2019, North Carolina became the seventeenth state to legalize sports betting. Initially, the bill was limited, legalizing sports betting at only the two tribal casinos operating in the state. However, with the enactment of HB 347 in June 2023, North Carolina expanded its sports betting landscape to include online and mobile wagering, with the official launch taking place on March 11, 2024.

In addition to the newly-legalized online sportsbooks, North Carolinians can also bet on sports through licensed tribal casinos. The sites we recommend on this page are much easier to access and have more experience operating sportsbooks. Through these sites, you can bet on your favorite North Carolina teams – including NCAA Basketball – and do it all from your home.

Three Casinos and Limited Other Gambling

As of 2024, there are three Tribal Casinos and a few bingo halls operating in North Carolina. The three casinos – Harrah’s Cherokee Casino Resort, Harrah’s Cherokee Valley River, and Catawba Two Kings Casino – offer slot machines, table games, and poker. They also provide in-person sports betting options.

Despite the expansion of legal sports betting in the state, the limited options still make going online an advantageous choice for many. The online betting sites we recommend on this page offer a fun casino experience that you can access from your home.

Betting at the Track Not Available in North Carolina

North Carolina has never been a progressive state when it comes to betting on racing. For about 15 years the state did allow for betting on dog racing but banned the activity in 1954. The state has never allowed betting at the track, but with the passing of the S 154, the two sportsbooks in the state can offer odds on horse racing.

The limited access to horse racing odds means going online for many is the only option. On this page, the sports betting sites we recommend all have racebooks offering great odds on the biggest races (such as each leg of the Triple Crown) to smaller races from all over the world.
